The land which makes up modern-day Lombard was originally inhabited by the Potawatomi Indian Tribe. Americans, of European descent, settled on the land in the 1830s. The original settlement was known as Babcock’s Grove. In 1837 a stagecoach line that connected Lombard to Chicago was established. By 1848, The Galena and Chicago Union Railroad came to the area connecting local farmers and merchants to Chicago. Soon after the railroad was established, commercial buildings began to be built around the railroad station. In 1869 Lombard was incorporated by Josia Lewis Lombard, a wealthy Chicago banker and real estate developer.

Lombard is known for taking the lead in the Women’s Suffrage Movement, the struggle to make it possible for women to vote in the United States. In 1891, Ellen Martin took a group of women to the local polling price to demand to cast a vote in the election. The three male election judges refused to allow Martin and the women to vote. A County Judge agreed with Martin and ordered the election judges to let Martin vote. As a result, Martin became the first female to vote in an Illinois election. In 1916 women were granted the right to vote in Illinois. The 19th Amendment to the United States Constitution was enacted in 1920 giving women the right to vote in the United States. April 6 has been commemorated to be “Ellen Martin Day” by the Village of Lombard to commemorate the historic efforts that Ellen Martin made for the Women’s Suffrage Movement.

Lombard Criminal Cases

Lombard is part of the DuPage County 18th Judicial Circuit. The DuPage County Courthouse is located at 505 North County Farm Road, Wheaton Illinois 60187. Most Lombard criminal cases are heard on the fourth floor of the DuPage County Courthouse. The DuPage County State’s Attorney’s Office and all of the Court related agencies are located in the same County Complex in Wheaton Illinois.

If you are arrested for a felony in Lombard, you will be taken to Bond Court by the Lombard Police to Room 2002 at the DuPage County Courthouse. Bond Hearings for Lombard criminal cases are usually held at 8 a.m. Monday through Friday. If you are appearing in Bond Court for a Lombard criminal case on the weekend or on a holiday, you will be taken to Bond Court at the DuPage County Sheriff’s Office, which is located at the DuPage County Jail, which is next to the DuPage County Courthouse in Wheaton Illinois.

If you are charged with a misdemeanor in Lombard, such as a Lombard DUI, Lombard Retail Theft, Lombard Shoplifting cases, Lombard Drug case, Lombard Theft cases, and Lombard Battery cases, your case will be heard on the 4th floor of the DuPage County Courthouse.

If the Village of Lombard accepts you into their Pre-Trial Diversion Program, you will plead guilty to the Ordinance Violation, and give up any right to challenge the Municipal Ordinance Violation in Court. You will agree to complete certain things such as Driver Improvement School, submit to a drug and alcohol evaluation and follow any treatment recommendations, attend a Victim Impact Panel for intoxicated motorists, complete a Cannabis Education Program, take an online shoplifting course, perform community service hours, pay the Village of Lombard an administrative fee and fine, agree not to violate any laws or ordinances, and any other conditions that the Village Attorney may deem to be appropriate for your case. If you successfully complete the Village of Lombard Pre-Trial Diversion Program, you will return to Court and the Village of Lombard will dismiss the Lombard Municipal Ordinance Violation charges. You can then file a Petition to Expunge with the Clerk of the DuPage County Circuit Court and have the Municipal Ordinance Violation charges expunged and removed from the public record.
