Rosemont Criminal Law Information Center

Rosemont is a Village in northwest Cook County which is strategically located between the northwest corner of Chicago and O’Hare International Airport. Even though Rosemont is a geographically small town, with a very small population of about 4,300 people, it is very important to the economic and commercial activity in the area. Rosemont is a key component of the Golden Corridor, which is the area along I-90 that goes west of O’Hare. The Golden Corridor is the economic engine which drives the action and energy in the northwest part of Cook County, Illinois.

After the Great Depression, a young widow from Chicago moved to the area with her young children, which is now Rosemont, in search of more affordable housing, to raise her family. The young mother raised her children on the land through the Great Depression and World War II. By 1947, the City of Chicago chose the land known as Orchard Depot, to be Orchard Field Airport. Orchard Field Airport eventually became O’Hare International Airport, in honor of Edward H. O’Hare, a Congressional Medal of Honor hero who died in World War II.

In 1952, 84 residents living in the area formed a Homeowners Association. In 1956, Rosemont was incorporated, and Donald Stevens, one of the widow’s sons, was chosen to be the President of the Village of Rosemont. Donald Stephens served 14 consecutive terms has mayor of Rosemont. Donald Stephens served as mayor of Rosemont until April 18th, 2007, when he died at the age of 79.

Donald Stephens looked into the future and saw the vast economic opportunities that the rapidly approaching O’Hare International Airport would offer the Village of Rosemont. In 1975, the O’Hare Exposition Center opened. The O’Hare Exposition Center had 150,000 square feet of Meeting Rooms, Convention Space, and Exposition Space available. Since its 1975 opening, the O’Hare Exposition Center has been expanded and modified. It currently occupies almost 1 million square feet. The O’Hare Exposition Center hosts a little over 100 Industry Trade Shows a year, conventions and numerous public events that are attended by almost 1.4 million people a year. The O’Hare Exposition Center is now known as the Stephen Center.

Since the opening of the Stephens Center, Rosemont has developed the Allstate Arena, the Rosemont Theater, the Rosemont Health and Fitness Center, and numerous hotels and restaurants. Virtually every major hotel chain in the world has a presence in Rosemont.

The current mayor of Rosemont is Brad Stephens, the son of Donald Stevens. Most of the major agencies in Rosemont municipal government are run by members of the Stephens family. This includes the Convention Center and the Rosemont Police Department.

Rosemont Criminal Cases

Since Rosemont is in Cook County Illinois, it is part of the Cook County Judicial Circuit. The Cook County Judicial Circuit is the largest Judicial Circuit in the State of Illinois and one of the largest Judicial Circuits in the United States. Cook County divides criminal cases into 1 of 6 Municipal District Courthouses throughout Cook County. Where a particular municipality has its criminal cases depends on which Municipal District that town is placed in for court purposes. Because Rosemont is located close to Chicago and O’Hare Airport, and next to municipalities like Des Plaines, Park Ridge, and Niles, most people think that Rosemont criminal cases would be at the 2nd Municipal District Old Orchard Courthouse in Skokie. However, Rosemont criminal cases are at the 3rd Municipal District Court at the Rolling Meadows Courthouse on Euclid Avenue.

Rosemont has a Municipal Violation Court which hears certain Municipal Ordinance Violations at the Rosemont Police Station located at 9501 West Devon Avenue. The Rosemont Municipal Court hears certain minor Retail Theft, Drug Possession and Municipal Ordinance Violation tickets. Municipal Violation Court in Rosemont is normally held once a month in the late afternoon. The cases are prosecuted by The Village Attorney and are heard by a Hearing Officer.

If you are arrested in Rosemont, your case will be at the Rolling Meadows Courthouse. If you are charged with a felony in Rosemont, the Rosemont Police will take you to Bond Court in Room 108 at the Rolling Meadows Courthouse at 1:30 p.m. for a Bond Hearing. If you post Bond at the Rolling Meadows Courthouse, the Rosemont Police will release you from custody at Rolling Meadows and you will be given a Court date. If you do not post Bond at the Rolling Meadows Courthouse, the Rosemont Police will turn you over to the custody of the Cook County Sheriff, and you will be put on a bus and taken to Cook County Jail. If you are arrested in Rosemont on a weekend or a Court holiday, the Rosemont Police will take you to Central Bond Court at the Leighton Criminal Courthouse at 26th and California in Chicago in Room 100 at 1:30 pm. If you post Bond at Central Bond Court, the Rosemont Police will release you from custody with a Court date in Rolling Meadows. If you do not post Bond at Central bond Court, the Cook County Sheriff will take you next door to Cook County Jail and all your future court dates after Bond Court will be at the Rolling Meadows Courthouse.

Your first Court date in Rolling Meadows after Bond Court will be for a Preliminary Hearing. In order for you to be formally charged with a felony, a hearing must be held to determine whether there was probable cause to charge someone for a crime, and is that the someone is you. Probable cause can be determined by the Judge after a short hearing, or a Grand Jury which meets at the Leighton Criminal Courthouse at 26th and California in Chicago. The Grand Jury will hear the State’s evidence and decide whether there’s sufficient probable cause to charge you with a crime. After your Preliminary Hearing in Room 108, your case will be sent to Room 109 or 110 for an Arraignment. At the arraignment, you will be presented with the criminal charges you will enter a formal plea to the criminal charges and the prosecutor will be ordered to turn over all of their evidence to your lawyer. Room 109 or 110 will be the permanent Courtroom where your case will be heard.

If you are charged with a Domestic Battery in Rosemont, your case will be in Room 207 at the Rolling Meadows Courthouse. All Rolling Meadows Domestic Battery cases are at 9:30 a.m. in Room 207 in Rolling Meadows. Since Room 207 in Rolling Meadows is a dedicated Domestic Violence courtroom, only Domestic Battery and Domestic Violence cases are heard in Room 207.

All Rosemont misdemeanor cases, such as Rosemont DUI cases, Rosemont Retail Theft cases, Rosemont Shoplifting cases, Rosemont Drug cases, Rosemont Theft cases, and Rosemont Battery cases, are heard on particular days of the month throughout the first and second floor of the Rolling Meadows Courthouse.
